Position Overview

Under general supervision, performs professional accounting functions in the Revenue Management-Financial Review Unit, maintains the Department’s Accounts Receivables and collection records for programs in the Division of Rehabilitation Services (DRS), Bureau of Child Care & Development, and numerous other state agencies, including MH/DD Facilities; refer delinquent accounts to the Comptroller, collection agencies and/or Attorney General; prepares selected reports required by the Comptroller. Provides the Department of Healthcare and Family Services (DHFS) auditors with needed data to determine hospital reimbursement due to the Department. Recommends accounts for write-off. Performs professional accounting work; prepares and assists in preparing various statistical reports for management, including revenue reports and budget projections. Performs accounting functions necessary for the collection of regular Accounts Receivable and delinquent debts.

Job Responsibilities

  1. 25% Conducts analytical reviews of assigned areas; maintains and reconciles Accounts Receivables for programs and facilities.
  2. 25% Processes recipient accounts from Facility Resource Units for assistance in collection efforts.
  3. 10% Monitors the facilities’ aging reports by reviewing accounts one year and older.
  4. 10% Serves as liaison with the Department of Healthcare and Family Services auditors on hospital reimbursements due to the Department.
  5. 10% Reviews and prepares quarterly Accounts Receivable reports from CARS and Accounts Receivable System (ARS) for selected types of Accounts Receivable and as mandated by the Illinois State Collection Act of 1986.
  6. 10% Assists with the disposition/resolution of audit findings relating to Account Receivable.
  7. 5% Reviews delinquent accounts to determine if criteria for write-offs are met; recommends accounts to be certified for write-off.
  8. 5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated.

Minimum Qualifications

Requires knowledge, skill, and mental development equivalent to completion of four years of college, with courses in business administration and accounting or four years of technical accounting experience.

Knowledge, Skills, and Abilities

  • Requires elementary knowledge of DHS Consolidated Accounting and Reporting System (CARS), the Statewide Accounting Management System (SAMS), Office of the Comptroller Illinois Debt Recovery Offset Portal (IDROP), and the Recipient Reimbursement System.
  • Prefer working knowledge with various program areas including but not limited to the Division of Rehabilitation Services (DRS), Bureau of Child Care and Development, and Mental Health and Development Disabilities Facilities.
  • Requires elementary knowledge on the referral of accounts to collection agencies, Office of Comptroller, and the Attorney General.
  • Requires knowledge of Bankruptcy collection procedures.
